I have a cousin who loves to hunt in rain, but it's never worked for me. Just before or right after is when it works best for me.

I shot a deer last year during rifle season on a very rainy, drizzly, foggy day. I can testify that they still move during the rain, but I am not sure how much it affects them. I say its always worth a shot!
